I haven't been to Arlyn Farms, but I think it's fine that they would want to include a short, easy, homemade disc golf course. And I would think they would want to charge some kind of fee, or have some kind of master plan to make money from it. I doubt if they risked any money on it. It's a kind of farmers market, bring-the-kids-to-the-farm business in the first place. An experienced disc golfer might have been able to help them design and install a quality 18-hole course that would appeal to PDGA members, as well as designing a small 9-hole course with fun, homemade targets for the kids and families to try out the game (small 9-holes near the farm/store and the "real course" of 18-holes on a property edge or something, but with a means of allowing entry and collecting a greens fee). But, that's not what happened. They did it the entrepreneural way (never know how to spell that). Maybe their homemade course will stick around a few years, maybe it will grow into something better (better for us "real" players, that is). But if some kids see disc golf for the first time, and have fun with it, mission accomplished, in my opinion. I've actually been planning to make a trip there, so my girl can visit the farm, and sure, I'll pay for a round of disc while I'm there. I wonder if I get a free pumpkin if I set a course record. =)
