That stream is just a flood run off for that massive feild. I doubt seriously anybody is gonna do anything aout ,considering the stark parks levy didn't pass.
try the state EPA-Northeast District Office out of Twinsburg. The guy to call is: Dean Stoll (330) 963-1197.....you're responsible for the water that comes off your land, esp. if it's got snarg in it....that's one reason why you see ponds associated w/most newer development these days, they're for stormwater retention (let the nasty settle onto your property before the water courses across someone else's property)...
